Objectively, what constitutes a good requirement; merely a vehicle to a shared understanding between those with a need and those delivering a solution? What gets measured gets managed, but when adoption measures become targets, tick-box cargo-cult mentality prevails; how might this risk be mitigated? What outcomes can we expect through improving our requirements and how might we measure the value of doing so?
